  1. An act of the US congress Mar 1941 that gave
  2. the president power to order `any defense
  3. article for the government of any country
  4. whose defence the president deemed vital to
  5. the defense of the USA'. During World War II,
  6. the USA negotiated many Lend-Lease
  7. agreements, most notably with Britain and the
  8. Soviet Union. The aim of such agreements was
  9. to ignore trade balances among the
  10. participating countries during the war effort
  11. and to aid the Allied war effort without
  12. fanning isolationist sentiments. Lend-lease
  13. was officially stopped Aug 1945, by which
  14. time goods and services to the value of $42
  15. billion had been supplied in this way, of
  16. which the British Empire had received 65% and
  17. the Soviet Union 23%.
